In March of 2007, there was a WHOIS Task Force that was put together by the GNSO Council in June 2005. The Task Force completed their final report. The Task Force was initially asked to call their attention to important questions that were being concentrating on the WHOIS.
Some important questions that were to be asked included What the purpose of the WHOIS service? And what information if any should be available to the public. How can the accuracy of the WHOIS be improved and How to deal with some of the conflicts that are between the WHOIS requirements and the very important privacy laws. The the last and final report, it stated that the majority of the members of the WHOIS Task Force should endorse a proposal called the Operational Point of Contact or the OPOC.
Under the proposal of the OPOC, every person who registers would be able to identify a new operational point of contact and the person who registers will have the postal address, city, postal code would no longer be shown. The operational point of the contact’s name and information would be the only information to be displayed. It would replace the admin and technical contacts as well.
The last WHOIS Task Force report of March 12, 2007 is posted on the Final Task Force Report On WHOIS Services. On March 28, 2007, the GNSO Council released a resolution creating a WHOIS Working Group that would be able to examine three key issues and to make any recommendations that they see fit in order to improve the current policies.
The first key issue would be to examine the roles and responsibilities as well as the requirements of the OPOC and to examine what would happen if they are not fulfilled. The second key issue would be to examine the legitimate interest that will be accessed unpublished registration data and lastly to examine whether or not the publications of the registration contact information should be based on the type of name holder either the legal vs. natural person’s name. Or even the registrant’s use of a domain name.
